Iceland: Backup Center of Timism

As noted above, Ukraine has a limited time to claim the rights to the Global Democracy Tax based on Timism's brainbee revenue. Should Ukraine fail the deadline, then Iceland can have the honor of hosting the Center For Timism if 10% of the population support the proposition: 37,000. Instead of Ukraine receiving the bulk of brainbee revenue (initially three quarters, more later), the revenue will go to each country from which it originates for implementing better democracy.
