Tax Sharing Reform: Allocation and Apportionment
	Taking Responsibility: Politicians are quick to say when something has gone wrong that they "take responsiblity." More truthful would be for them to state that they "take blame," that is, they are blameful for problems not being prevented or solved. If they were responsible then they would have the ability to respond. One is either able or unable to respond to a responsible. One cannot take responsiblity for a problem, per se. Habitual politicians do not realize what they are admitting when they say they "take responsiblity." They take responsibility every time and every day as they overtax us so we don't have the ways and means to respond to our ablity. They take and destroy our ability to respond to our problems. That is why we need both Level Rights and Profit-sharing taxation.	G
	Level Rights: The duty to solve problems will be assigned to the level best able to respond, that is, the level of origin, so as to make things right in the most economic, efficient and effective way. To wit, the best government is the best government ... if we better self-govern.	G
	Profit-sharing Tax: 50% stays at each level as the funds progress upward. We cannot respond to our ability if habitual politicians keep taking responsibility, that is, our ability to respond to our problems.	G
