The quality of productivity is measured in the time needed to produce goods and services. Less production time means more productivity.

Happiness is a product of human activity. Happiness is tied to freedom from time-wasting problems: More problems, less happiness. With the various forms of depotism (dictators, authoritarianism, oligarchies, autocracy and Trumpism), citizens are subject to solving the time-wasting problems for a fewer few rather than for average day working blokes. Historically, average citizens of depotism have been very unhappy which became a motivation for revoluting and deposing despots.

With optimal democracy, the biggest time-wasting, unhappiness-causing problem s(shared by the most people--the commonweal) are solved first and foremost. People are happier overall.

Optimal democracy depends on two variables organization and frequency. The organization must adhere to the origin of democracy in history and semantics.

The Cradle of Democracy was in Greece where people annually organized in a hierarchy beginning with the smallest group. A group leader was chosen who re-presented the group interest at a higher level group meeting out of which a re-presenter was elected. This historical process was divisions of people (demes) ruling (cracy) whence the semantic name: democracy.

Frequency of selecting problem-definition by divisioning citizens should reflect the frequency of problems. No problems, then no need for elections. Sort of like, ballooning the army when the nation has war.

Despots do not allow functional democratic elections. The same with habitual politicians who, first and foremost, solve the problems of their campaign contributers. Citizens problems are secondary. Citizens have less happiness from dysfunctional primaries and rubber-stamp general elections. (Another reason, among many, for term limits.)
