Grassroots Primaries

A brainbee begins with people submitting an item (an ideal or individual). With each submission of seven items, a cyber peer-review classroom is created with an email ballot letting submitters prioritize one item to be re-presented at the secondary level. This is a recursive process in which seven re-presentors will choose a re-presenter at the tertiary level and so on.

With issue brainbees, the process is simple and straightforward. With candidate (individual) brainbees, an additional process is needed for quality control.

Consider a "school" of 49 submissions which would have 7 cyber-classrooms for peer-review. (The numbers are the submitters.)

At the submission deadline, the total number of submissions are divided by 7 creating new classrooms for submitters to prioritize re-presentors.

This re-sorting into a secondary brainbee improves the chances of a better final re-presentation and reduces the process being "stacked." It also expands submitters awarness of what concerns others in brainbeed topic.

The Primary phase is followed by the Finalist phase brainbee. The seven finalists are posted for citizenry to list why the finalist should not hold public office. No grandma, grandkid, or girlfriend endorsements will be allowed like present elective processes. Only objective, verifiable facts will be allowed as the penalty for violating guidelines is a lifehour penalty. After a seven-day window of submissions, then the Elective phase will be initiated to find a winner or candidate.
